Does getting highlights at 14 ruin your hair permanently?

My younger sister who is turning 14 in january really wants her hair to be highlighted, but our stepmom is not letting it happen. Its not up to our stepmom what goes on in our house, but her attitude totally ruins the moment if its not her way. Major control freak over my dad’s money. Thank god I escaped first chance I got… Anywho, her excuse is that if she got highlights, it would ruin her hair later on in life. I really disbelieve this, as hair constantly grows out, and the hair that’s grown out is actually dead and shouldn’t affect the hair molocules. She would just be getting little revlon blonde strands at home… Her hair is already golden-blonde, but if she got this it would frame her face perfectly. SO, the question, will getting these specific highlights affect her later in life?
