What does Revlon Liquid Quick Dry really do? Is it for nail conditioning or serves as a base/top coat?

But I am a bit confused of its use as it doesn’t really say if it is conditioning the nail besides protection. My cousin told me it’s probably used as a top coat, but not sure. Can someone tell me how they use this product? Also, would you use a nail polish remover to remove this or can you simply apply more layers week by week? Thanks!

IT just helps your nails after polishing to dry quicker. it’s not a top coat, you’re suppose to put it on top of your top coat. you just brush it on. yes you can remove it with polish remover. if you need something to condition your nail…try buying a nail strengthener base coat such as nail-tek, nailtequite, OPI tough cookie, and etc.
