Is Revlon colorstay eyeliner waterproof?

I’m asking because I DON’T want a waterproof eyeliner and I am going to buy this one because i’ve heard good things but only if it isn’t waterproof. if it’s not, is it at all hard to remove just with water or eye makeup remover? Or if you’ve tried it what are your thoughts? Are there any other Revlon eyeliners that are better?

It doesn’t come off for me if I’m crying or rubbing my eyes or something, but it’s a little harder to remove than other eyeliners.
