Help me with my skin the boys.

I got the Clinique three-step for Christmas (I'm 3 levels) and so far my skin is clearing up a little. I still break out around my mouth and chin as my normal spot on my forehead. But it will probably cause it's my time of the month, and most girls tend to break out around this time. Skin moist but the minute I use my concealer or powder dry and flaky skin and makeup look. cakey and does not blend into my skin as it used to. I use prescriptives. And Concealer Estee Lauder Oil Free. I used the powder and press it with a brush. I know that Clinique was supposed to control the combination of my oily skin I have ever had. But now my makeup does not look good anymore. Why is it not only items, etc.. When I put my make-up. But did not seem to moisturize my skin?
