Is Clinique’s “City Block Sheer SPF 25″ makeup? *read description*?

I bought this product thinking it was well, what it claims to be, an every day face protector. A cream which protects your skin from the sun, and contains antioxidants which prevent aging. However, when I first used this product I realized it had a tint to it. This confuses me because it is not available in different shades—only one formula. Can anyone explain this to me? Is it makeup?
